The University of Oradea provides undergraduate and postgraduate studies in Romanian and in English. Courses offered in English are for undergraduate level in International Relations and European Studies specialization (bachelor, 3 years), Faculty of History, International Relations, Political Sciences and Communication Sciences and in General Medicine (General Medicine, 6 years). The University of Oradea has implemented the Bologna education system since 2005.

The academic year starts October 1st every year.
1. Eligible candidates
- Candidates from European Union, European Economic Space and Switzerland
- Candidates from non-European Union countries.
- Candidates who have graduated a high-school or college accredited in their country and recognized by the Romanian Ministry of Education, Research, Youth and Sports.
2. Language of studies
a. Romanian. Candidates who do not speak Romanian language can apply for studies into Romanian provided they take a preparatory language course one year before enrollment. At the end of the preparatory year, the candidates will acquire a Romanian language certificate. In case the candidate already has knowledge of Romanian language, they can sit in for the Romanian language test at the Faculty of Letters which issues a certificate. Romanian language certificates will be accepted only from Romanian Universities accredited to issue such certificates.
b. English. Candidates choosing specializations in English language have to present one of the following documents: English certificate obtained before, proof that he/she graduated studies into English or an English certificate issued by the Faculty of Letters (University of Oradea).
At the moment the University of Oradea offers courses in english in General Medicine (6 years) and starting with this academic year there will be available courses in english in International Relations-3 years (Faculty of History and Geography and International Relations

4. Admission

Steps for admission:
- Submission of documents to the University Department for International Relations, in view of obtaining the Letter of Acceptance issued by the Ministry of Education
Foreign students who want to enroll in the University of Oradea must submit their documents in 2 copies directly to the University Department for International Relations, Office for Foreign Students. These documents are necessary for the Letter of Acceptance issued by the Ministry of Education, Department for Foreign Students.
All the documents required for the recognition of high school studies shall also be included in the application file. Upon eligibility of the candidate, the University will submit the documents to the Ministry of Education, Department for International Students, in view of recognition and validation of diplomas. Following such recognition, a Letter of Acceptance to Studies is issued.
- Payment of the file procession fee
Before the file is processed, all candidates must pay a file processing fee of EUR 150, a fee requested by the University of Oradea. The processing file fee will be paid to the University’s bank account before the application is submitted and it covers the expenses for the process of the issuance of the acceptance letter. Please note that once the file processing fee is paid, it can not be reimbursed.
The fee can be sent by bank transfer only. According to the University of Oradea policy, we do not accept money sent by Western Union or by ordinary mail.

- Submission of the Application file for the Letter of Acceptance
Once the candidates have paid the processing file fee they can submit the file which must contain the following documents:
1. Application Form for the Issuance of Letter of Acceptance to Studies, 2 copies (click here to download)
2. CV (dated, signed), 1 copy
3. Diplomas, 2 copies of each. The copies shall be authenticated by a notary public if the documents are in English, French, Italian or Spanish. Photocopies of original documents if the original is in a language other than those mentioned above, accompanied by translations into Romanian shall be authenticated by a notary public.
4. Declaration that your previous studies give you the right to follow university studies.
5. Birth Certificate
- authenticated copy by a public notary if the documents are in English, French, Italian or Spanish, 2 copies
- Translations into Romanian authenticated by a notary public and photocopies of original documents, if the original is in a language other than those mentioned above, 2 copies
6. Copy of Passport (pages l, 2, 3, 4), 2 copies (Photocopies of identity cards are not accepted)
7. Medical Letter, in English or French, proving that the applicant does not suffer from contagious diseases or other illnesses incompatible with the future profession), 2 copies
8. Language Certificate (except for applicants from countries where the official language is the language of university instruction). This certificate may also be obtained from the Department of Modem Languages of our University, following a language test.
9. 2 passport photos (3/4 cm)
10. Confirmation of payment for non-refundable processing file fee of Eur 150 into the Bank account of the University.
11. A self-addressed envelope containing the exact address (family name, first name, city/town, street, number, postal code, country)
Please note that the candidates from Alger, Egypt, India, Iran, Malaysia, Nigeria and Pakistan must also submit a file to Offices of the Romanian Diplomatic Missions in the afore mentioned countries. Admission of candidates from these countries is based both on their selection by the University and the approval granted by the Romanian Diplomatic Missions. Also, the documents (study documents, Birth Certificate, Passport and medical certificate) for the citizens of the afore mentioned mentioned countries shall be authenticated by the Romanian Embassy in the issuing country.
If the candidate is declared eligible and the file is complete, the International Relations Department forwards the documents to the Ministry of Education. If the Ministry of Education finds the candidate eligible for studies in Romania, a Letter of Acceptance is issued.
Please note:
- DO NOT send original documents; submit only copies authenticated by a notary public
- DO NOT send documents in the language of your country of origin; submit only documents translated into English, French or Romanian (please refer to the instructions on how to complete your application file)
- Attach a document describing the marking system used in the schools that you attended (the equivalent marks of grades ranging between fail and excellent)
- The university has no liability for actions taken by third parties
Prior to emailing all documents please make sure that they were legalized!
- Student visa
Upon obtaining the Letter of Acceptance to Studies, the student can get the study visa and subsequently be enrolled in the University. Failure to receive recognition of your studies from the Ministry of Education prevents the University from enrolling the students.

8. Payment possibilities
After the acceptance letter is issued, the tuition fee must be paid in advance for 9 months, by bank transfer into the account of the University of Oradea opened with BCR Oradea.
The fee can be sent by bank transfer only. According to the University of Oradea policy, we do not accept money sent by Western Union or by ordinary mail.

Important: The funds transfer amount shall cover both banks commissions (the bank in the student’s country of origin and BCR Oradea). The exact amount mentioned above should be transferred into the account of the University of Oradea.
9. Obtaining the Student Visa
Further to obtaining the Letter of Acceptance to Studies and to paying the fees, the student may then apply for a Student Visa to the Romanian Embassy/Consulate in his/her home country. If such country has no Romanian Diplomatic Mission, the student shall make arrangements to contact the closest foreign Romanian Embassy/Consulate.
10. Police authorization
All foreigners who intend to study and reside in Romania for a long period must register with the local Police and obtain a Permit of Residency in Oradea.
11. Enrollment
Enrollment of the foreign citizens require no entrance exam.
Documents needed for enrollment
1. Original Letter of Acceptance
2. Certificate of Study (Baccalaureate or School Graduation Diploma), in original plus the certified translation into Romanian authenticated by the Romanian Embassy in the country of issuance;
3. Birth Certificate – Authenticated copy and authenticated Romanian translation;
4. Copy of the Passport with specific visa for studies (first 4 pages);
5. 4 Passport photos;
6. Health Certificate translated into Romanian and stamped by the University doctor
7. Marriage Certificate (if the applicant’s last name changed subsequent to marriage)
8. Language Certificate (English or Romanian)
9. Enrollment fee (RON 100/Eur 25).
12. Scholarships
Every year the Ministry of Education in Romania offers a number of scholarships to students enrolled at the University of Oradea, with best results.
13. Other information
Foreign citizens can cover study expenses through Romanian Government scholarships or through their own financing.
Students of Romanian origin, Romanian students residing abroad, as well as students with two or more citizenships out of which one is Romanian can benefit from 1/3 discount in paying the tuition fee, as granted by the Ministry of Education.
14. Housing
The students who choose to be accommodated in the University dorms shall be on campus on September 1st, when the room distribution is made. Failure to be on campus on that particular date will be interpreted as the student has made his/her own housing arrangements.
